PRA sought local opinion on resource consent application by Darryl Ellis (GroundUp Café)

 

Porirua City Council has publicly notified a resource consent application from Darryl Ellis of GroundUp Café in the Village. The application seeks to retrospectively legalise a 50 m² extension constructed at the rear of the cafe and the new dining area along with additional structures, and to increase the maximum number of seated patrons from the present allowed maximum of 35 to a total of 65. Plans also include 20 car parks to be developed at the back of the premises.

Public submissions on the proposal closed on 27 February 2014.

According to an advertisement by Darryl Ellis in the Dominion Post on 5th and 8th February 2014, these plans are the first phase of a proposed extensive specialty shopping area integrating the Wildlife Reserve land with ‘an enclave of galleries, fashion and gift stores, Café and restaurant’ that appear designed to replace the current General Store and the Rural Trading Post.

PRA was approached by individuals in the community regarding these proposals, with concerns over the potential effects on the character of the village; the Wildlife Reserve; and the traffic and parking issues that already exist for the school, pre-school and the other trading premises in the Village. There was also discussion about the effects this proposal has on the future of the General Store and Rural Trading Post, both well-established businesses servicing the local community.
